By all indications the tomb was indeed hurriedly refashioned for the burial of Tutankhamun, but the two fetuses almost certainly died before the boy king. There would have been ample time to prepare their burials as seen fit. It does make for interesting speculation, doesn't it?

But mabey they decided to put the babies in with him suddenly when he died and need new coffin things for them which same as the tomb were made with haste
